Prisoner Right 7.2

Inmates are a mirror of the general population. With that said, there is many in the prisons that are also handicapped. With the budget constraints on state governments and the knowledge that many prisons were built before ADA requirements, should the states be required to spend all the money to make the old prisons ADA complaints? If not, why? If so, then how? Give examples and be specific.
